TIBCO BusinessEvents, How to not to lock cluster during start up

Hi All, we are using TIBCO BE 5.5 version, w have more than one inference engines in the cluster, and each inference engine is having database call in start up function.

When we start any inference engine it is locking cluster and not allowing other inference engines to select the data from datase . After first inference engine is started, then only next infrence engine is getttign started, as these are in sequence the total time of BE start up is very high. we would like bring down the total start up of BE with more than one inference engine. So would you please help and let us know if there is any resolution for this, how to avoid locking the cluster by any inrerence engine or any ohter solutions.
