translate-timezone returns the same hour offset of -7 for both MST and PST and also returns hour offset of -5 for both EST and CST. Designer 5.13. Is this a known bug

This is in the Designer from TIBCO ActiveMatrix BusinessWorks 5. I'm using version 5.10.0.19.
