TIBCO BPM Create Process Instance API creates process instance even though application is in stopped state

I have deployed a process model and then stopped it.

I hit Create Process Instance SOAP API from BW.

It was successful and returned a pvm ID.

But there is no process instance created in BPM.

How is this possible Shouldn't it give an error
