Cross Table Conditional Formatting

Dear Friends

I am trying to find a way to add conditional formatting to a variance column based on %age of variance. I read some references to adding custom expression to "Color By" option but that is greyed out for me. If I try to add custom expression on rules, I see option of "Axis.Color" only. Need your help to figure this out.
