Animate points on a Map, where the time step is a column

I have a series of observations that I would like to be able to animate on a map. Easting, Northing, Category, TimeStamp. The animation would commence with each Easting-Northing pair appearing at the time of the timestamp. In this case the TimeStamp is when an event occurred in time (seconds). I have uploaded a simply file to test the method. Another analogous examplewould be to animate an earthquake sequence where the location of earthquakes are displayed on a map at the relative time of the event.
