There are no limitations on this functionality with the bar chart, so I wonder if maybe the bar chart has been corrupted. Please delete your bar chart, then create a new one. Configure it how you want, then right-click on the bar chart and select "Create details visualization" and select Scatter Plot. This should give you what you are looking for.
You need to define markers first to enable data limiting.
In the bar chart, go to properties > Data > Under Data Limiting > Click New, create a new marking with a unique name, say "Bar_Chart_1" and click OK. A new Marking will be created. Now from the Marking Drop down menu, select the newly created marking "Bar_Chart_1"
Note: The marking created is an unique reference for this bar chart, and can be referenced in any other report / charts for data limiting.
Now, open the properties of the scatter plot visualization, go to Data, and under "Data Limiting" choose "Bar_Chart_1" and save the changes. Now, any selection you make in the bar chart should impact the scatter plot.
For the data limiting to work, the data source of both the bar chart and the scatter plot should be the same.
In the Scatter plot visulization,right click on the visulization and select "Properties"> "Data" and under "Limit data using markings" select the check box of the marking name you have as "Marking" in the barchart visulization.
