why I workItem did not enter the user queue but enter into "Undelivered WorkItem" Queue??

Hello:

I create a user called UserABCD1 in User Manager in Process Administrator in iProcess WorkSpace;

then I create a simple Procedure ReviewLoan, not use addressee, but I use a field called Reviewer to dynamically input user name I choose for this Reviewer field;

1. I use swadmin username and password, then use swadmin as QueueName, then use 'swadmin' for the "Reviewer" field to start the case for Procedure ReviewLoan, after I start this case, I got Case#1112233, then in WorkSpace, i found Case #112233 is in user "swadmin"'s UserQueue; as expected;

2. But when I use swadmin username and password, then use swadmin as QueueName, then use 'UserABCD1' for the "Reviewer" field to start the case for Procedure ReviewLoan, after I start this case, I got Case#1112244, then in WorkSpace, i found Case #112244 is not in user "UserABCD1"'s UserQueue; also not in

in user "swadmin"'s UserQueue; it went to "Undelivered WorkItems" queue in UserQueue; not as expected;

3. I repeated 2 again with another old good user (not created by UserManager) called tibcotester for the "Reviewer" field value only, all other as as above;after I start this case, I got Case#1112255, then in WorkSpace after I login as tibcotester, i found Case #112255 is in user "tibcotester"'s UserQueue; same as expected;

My question is,

why my newly created user did not get workItem as assigned in "Reviewer" field but went to "Undelivered WorkItems" queue in UserQueue??

under what kind of conditions the Newly created user will receive the WorkItem in its queue??

what are these requirements for a user to get WorkItem in its user queue??
