Limiting data with expression

I am trying touse an expressionstatement to limit units incolumntotwo failures of the same component in the last 6 months. I have the following columns

[Timestamp] needs to be a date within 6 months

intenger such as 202001

[Name] needs to me one

Strings such as LAT-4WE-67-90.GEA, HEA-560-RY-BOH

[failures] this usually take place periodically and its various decrisption but this is where i need same value of same that took place within 6 months referensing the one in [Name]

strings such as 'FISHER DUMP VALVE REPAIR - W'

'SAMS CONTROLLER NO COMM TO WELL H-2 ANDPS FLAME ARRESTOR VISUAL INSP'

'SAFETY SHOWER&EYE WASH BOTTLES CHECK (Q)'

'PU ALIGNMENT'
