If you don't have one you could create one using certain online tools. https://swagger.io/docs/swagger-inspector/how-to-create-an-openapi-defin... As an alternative, you can explore flogo apps on TCI. These are more flexible as compared to Scribe and the REST activity does not require swagger specs.
