EBX Dataset Actions and Services menu does not display for admin in Advanced perspective

The Dataset Actions and Services menu does not display in my local environment as admin in the advanced perspective. This prevents me from generating java objects for data model java bindings. Any suggestions on how to get this menu to appear It works correctly in the server environment, just not locally.

You can enable it by updating the ebx.properties file's "backend.mode" value to "development".backend.mode=development
