Parsing a single string that has multiple values seperated by delimiter and has a repeating structure for every 14 "fixed length format

I have a scenario,I have a field with values in the following format as follows :

12345678 910 1516171819202123 24252627 28 29

1.there is a " " delimiter between the values

2.The structure is repeating for every 14 values of fixed length and should be seperated like the following.

12345678 910

1516171819202123 2425

so that my final soap response has a sturucture
