Is there a way to have the error log go directly to the user who executed the job. The system notifies the user when the job has completed but no error log is sent to the user.

There is not setting to send the error logs with the failed job email. This email does highlight the fatal error that occurs as part of the failed job, however, you could write a utility using the scribeonline api to pull the error log for a given solution failure and email it:
