Map Chart - color data points based on test values from specific years.

I'm lost on trying to write an expression to color my data points based on test values from specific years. I would like all of my data points to be visable but highlight data points with test values for the specific year. Something like green for passing, red for failing, and black if there is no test for that year. My data includesLat, Long, Test Value, and Date (MM,DD,YYYY).
