Why do paused DTS resume after scheduled restart of windows server

I have 2 collaborations, 1 is live and all DTS processes are running, 1 is sandbox and all DTS processes are paused.

If I manually log into the virtual server and restart it the DTS will resume as expected, 1 set active and 1 set paused.

If a Scheduled restart of the server occurs (i.e. after system update) then ALL DTS will resume even though 1 set was paused before the restart.

 

How can I ensure that any DTS that is paused before any kind of restart (manual or scheduled) will not resume after the restart
