Group Cell values in Cros Table

Based on that I want agroup head like the image.

So, i tried to do by NEST in Horizontal Axis, but i was unable to select with cell value comes to category. The objetives and done coluns is just sumarized Cell Values based in colluns of original table.

Is possible do this in a Cross table sorry for my bad english.
